Financial Assistance Programme under the National Fund for Persons with Disabilities
The Rights of Persons with Disabilities Act, of 2016, was passed by the Central Government and went into effect on April 19, 2017. The National Fund for Persons with Disabilities (hence referred to as Fund) must be established by the Central Government, according to Section 86 of the Act above. As a result, the National Fund was established by the government by an office order dated 10.01.2018, and as of 18.04.2018, it is
operating as a Trust under the Indian Trust Act.
1.2 On June 15, 2017, the Central Government published the Rights of Persons with Disabilities Rules, 2017. The administration and use of the Fund are covered in Chapter X of these Rules.
1.3 The former National Fund for People with Disabilities, established in August 1983, and the Trust Fund for the Empowerment of PwDs, launched in November 2006, were both taken into consideration while creating the Fund. The Fund is invested in the RBI as bonds or fixed deposits. The accumulated interest from this Fund would be utilized to finance different operations while considering the guidelines established by the aforementioned RPwD Act, 2016 and the Rules adopted thereunder.
1.4 The rules were revised by the fund’s governing body in its seventh meeting on March 13, 2023. Following careful consideration, the Governing Body approved the following sectors to be taken into consideration for funding under the National Fund:
(i) Exhibitions or workshops to display artwork, handicrafts, and other creations done by PwDs.
(ii) People with physical disabilities who have achieved success in sports, the arts, music, dance, and other fields at the state level are eligible to compete in national and international competitions. Only one instance of equivalent activity assistance will be given for each national event and international event.

(iii) Specific requirements of individuals with high support needs as suggested by the Assessment Boards on an individual basis by the States.
(iv) People with physical disabilities who have achieved success in the classroom and in their field by delivering research papers at international conferences, seminars, symposia, and workshops.
(v) Contributions to the State/UT Government’s Budget
OBJECTIVES
These recommendations are intended to offer a framework to facilitate financial assistance under the Fund for certain essential sectors important for the empowerment of people with disabilities but not included in the government’s budgetary support plan.
COMPONENTS ELIGIBLE UNDER THE PLAN FOR ASSISTANCE
exhibitions or workshops to display the artwork, crafts, and other creations done by PwDs.
The purpose of this grant is to provide funding for the establishment of exhibitions and workshops at the national, regional, and state levels to display artwork, handicrafts, and other creations made by people with disabilities (RPwD Act, 2016’s definition of “persons with disabilities” will apply). To boost the engagement of kids with impairments, proposals for activities will be encouraged at inclusive/special schools.
Eligibility
Any organization with a minimum three-year registration under the Societies Act, Companies Act, Trust Act, or RPwD Act of 2016 and a minimum two-year history of organizing exhibitions, workshops, or sales of goods or artwork is eligible.
b) The applicant organization must not have already received funding from another source for the same purpose. The application shall be accompanied by a certificate to this effect.
c) Organisations that have received aid in this category are not eligible for aid in the next fiscal year.
The extent of Financial support – The financial support would pay for the following items: (a) Establishment costs associated with organizing the event, such as those related to finding a location for it, providing travel and lodging expenses to the participating PwDs who have been asked to display their artwork, etc.
(b) The price of extra logistics, such as setting up an LCD screen, lighting, music, etc.
(c) Half of the grant will be made available in advance, and the other half will be made available upon program completion and upon presentation of a use certificate.

d) The maximum financial assistance will be Rs. 20 lahks for the national level and Rs. 15 lacks for the regional level. There are five regions: the southern region, which includes the states/UTs of Kerala, Tamil Nadu, Andhra Pradesh, Puducherry, Telangana, Karnataka, Lakshadweep, and Andaman & Nicobar Islands; the northern region, which includes the states/UTs of Delhi, Jammu & Kashmir, Ladakh, Him
How to Apply
The proposal has to be submitted online by qualified organizations. Within 15 days following the end of the event, the organization must provide the final invoices, use certificates, etc.
The governing body, which will have the ability to accept the plan, may request that the applicant organization make a presentation.
Encourage individuals with physical impairments who have excelled in sports, the performing arts, music, dance, cinema, theatre, or writing to compete in national and international competitions.
To supply a single person with a benchmark disability with financial assistance:
(a) received the highest performing arts grade from the relevant accrediting bodies/certifying institutions, or at least once over the previous three years, finished in the top three in a State-level sporting or cultural event.
(b) Young people with qualifying impairments between the ages of 13 and 21 who are not already enrolled in college or a university for the National IT Challenge, which serves as the primary national competition for selecting contestants for the Global IT Challenge. The Global IT Challenge’s rules will sometimes be used to determine the eligibility of young people in the age group with benchmark disability.
Eligibility –
(a) Anyone with a benchmark disability (having a disability 40% or more) who placed among the top three in a State-level sporting event at least once over the previous three years; or (b) Any disabled artist who received an exceptional or promising rating during the previous six years.
(c) Up to the end of March 2024, there will be no financial restriction on participation in national or international activities in order to promote participation by people with disabilities. The Governing Body will then decide whether the Income Limit should be reinstated.
(d) During the same fiscal year, the applicant must not have received financial aid for the same purpose from any other source. The application shall be accompanied by a certificate to this effect.
(e) A PwD may only receive assistance from the Fund for a comparable activity once for a national event and once for an international event within a fiscal year.
The extent of Financial Assistance – The financial assistance would cover the following items: (a) The candidate with a disability’s to-and-from Second AC train fare (shortest route), along with one escort (if applicable), in the event that he or she is unable to travel alone in order to participate in the national event; and an amount of Rs. 2500 per day for boarding and lodging per person.
(a) For an international event, the cost of round-trip economy air travel (shortest route) plus Rs. 4000 per day for the length of the event.
Applications –
The proposal may be submitted online by qualified candidates. Within 15 days after the event’s end, the applicant must provide all necessary documents, including bills, tickets, boarding passes, receipts for visa fees, evidence of participation, and registration fee receipts.
The applicant must make a presentation if the Governing Body requests it. This body will have the ability to accept the plan.
Support special requirements that are unique to people with high support needs, as advised by the Assessment Boards on specific recommendations made on a case-by-case basis by the States.
The purpose of this financial assistance is to help each person with a baseline disability who has significant support requirements fulfill their unique needs, as suggested by the Assessment Board.
People with high support requirements who have benchmark disability, as indicated by the Assessment Board established by the States/UTs, are eligible.
b) The PwD’s yearly family income shall not exceed Rs. 3 lakh, or as the Governing Body may specify.
c) The applicant must not have already received money from another source for the same purpose. The application shall be accompanied by a certificate to this effect.
The financial support is only available up to the actual cost of the specially designed mobility equipment needed to enhance daily living activities, or up to Rs. 1 lakh, whichever is less. No other source may be used to purchase the assistive equipment or devices offered by ALIMCO (a CPSE under the DEPwD).
How to Apply: Eligible candidates may submit their applications online. Within 15 days following the equipment’s purchase, the applicant must present final invoices, utilization certificates, etc. if the Governing Body permits the purchase of assistive devices or equipment from a source other than ALIMCO. Governing Body will have the ability to approve the proposal as the appropriate approving body.
8 D. Financial assistance to people with a physical disability who have achieved success in the fields of academia and technology in order to deliver research papers at international conferences, seminars, symposia, and workshops. A benchmark disabled person who excels in academic and technological fields will get financial support in order to present research papers at worldwide academic conferences, seminars, symposia, and workshops.
Qualification –
(a) Candidates with a Ph.D. degree or a Ph.D. in an advanced stage of research who are serving as professors at universities, research institutes, institutions of national significance as determined by the MoE, universities, deemed universities, colleges recognized by the UGC/RCI, or any other regulator, are eligible to apply. (b) Independent academics with adequate research background and a track record of publications are also eligible to apply.
(c) The candidate must be the only or lead author of a paper that has been accepted for presentation.
(d) During the same fiscal year, the applicant must not have received money from another source for the same purpose. The application shall be accompanied by a certificate to this effect.
The extent of Financial Assistance – In the event that the candidate with the benchmark disability is unable to travel alone and needs an escort, the financial assistance will pay for one person’s round-trip economy airfare (shortest route) as well as an amount of Rs. 4000 per person, per day, for the duration of the event.
It should be noted that candidates who have already received financial aid under this category are not eligible to reapply.

Financial support for the state and federal governments.
Purpose: To provide financial support for national and international events that promote inclusion for people with disabilities, similar to Purple Fest.
